Level usage
  An indicator used for costs calculations telling automated systems whether a tariff is valid for the whole transaction amount or for the indicated level only. For example: transaction may have two levels of fees defined for it - 10% for transactions under $1,000 and 5% for transactions of $1,000 or higher. If a transaction of $2,000 is processed does the customer pay 10% of $1,000 plus 5% of the remaining $1,000 or simply 5% of the total amount of $2,000? This is the reason for the level usage indicator. See also Tier.
